§ THE FIRST LORD OF THE TREASURY (Mr. W. H. SMITH) (Strand, Westminster)Mr. Speaker, as I see the right hon. Gentleman, the Member for Mid Lothian (Mr. W. E. Gladstone) in his place, I wish to refer to a suggestion which he made last Thursday. He was good enough to suggest that the debate on the Trafalgar Square incidents would be taken with greater convenience to the House as a substantive 262 Motion. The information has been conveyed to me that there is a great probability that the debate on the Address will be completed in the course of the present week. If that should be so, I propose that the discussion of the substantive Motion with reference to Trafalgar Square should be taken on Monday next.
