THE SOLICITOR GENERAL (Sir EDWARD CLARKE)(who replied) (Plymouth)said, the Question was not altogether free from difficulty; but the better opinion was that candidates for 974 the County Council might appoint election agents, but were not allowed to pay them anything whatever.
