§ MR. CONYBEAREsaid, he had used no discourtesy to the Chairman, but wished to have an opportunity of proposing an Amendment, which the quickness of the Chairman had nearly prevented him from doing. As, however, 793 hon. Members opposite objeoted, he would move to report Progress.
