said, the hon. Member must address the Chair, and with courtesy.

MR. CONYBEARE

said, he had used no discourtesy to the Chairman, but wished to have an opportunity of proposing an Amendment, which the quickness of the Chairman had nearly prevented him from doing. As, however, hon. Members opposite objeoted, he would move to report Progress.

Motion made, and Question proposed, "That the Chairman do now report Progress, and ask leave to sit again."—(Mr. Conybeare.)
