asked the First Lord of the Treasury, Whether it is still the intention of Her Majesty's Government to deal next Session with the question of District Councils, in accordance with the undertaking given by him on July 10 that such a measure was to be introduced "in the earlier part of the next Session of Parliament"?

said: As the hon. Gentleman will feel, the situation has changed since the statement made by my right hon. Friend. The Government certainly intend to introduce a Bill for the establishment of District Councils next Session; but, as the House is aware, we are pledged to make progress with the Estimates in the beginning of the Session; and, further, we wish to make progress with Scotch Business as soon as we possibly can.
