asked Mr. Attorney General, in view of the difference of opinion existing with respect to the right of the police to exercise the franchise at elections for County Councillors, If he would state whether such voting is legal or not?

The point raised by the hon. Member is one of some difficulty; but, after careful examination and consideration of all the statutes bearing upon the point, I am of opinion that the police are not entitled to be registered as electors of County Councillors. It is doubtful whether, if upon the Register, they are entitled to vote.
