Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. Mundella.)

MR. KELLY (Camberwell, N.)

said, he objected to the Bill being taken.

MR. MUNDELLA (Sheffield, Brightside)

said, he would appeal to the hon. Member, on the understanding that the matter should be considered by a Select Committee, to withdraw his objection, as he understood the Government were willing to allow the Bill to proceed, in the interests of children generally.

THE ATTORNEY GENERAL (Sir RICHARD WEBSTER) (Isle of Wight)

said, that having looked through the Bill he found it contained so much debateable matter, and would require so much amendment, that it would not be fair to ask the House to consider it at that period of the Session.

MR. MUNDELLA

said, the statement of the hon. and learned Gentleman had taken him by surprise.
