MR. JENNINGS (Stockport)

asked the Secretary to the Treasury, Whether his attention has been called to statements in The Morning Post of the 10th instant, to the effect that Mr. Daly, a Treasury clerk, was appointed in the present year to the post of Assistant Comptroller of the National Debt Office, at the maximum salary of £1,000, the Regulation salary being £800, rising by £50 annually to £1,000; that within three months of his appointment Mr. Daly produced a medical certificate to the effect that he was suffering from chronic dyspepsia; and that he has now retired upon a large pension; whether these statements are correct; what is the exact amount of the pension on which Mr. Daly has retired; what is his present age; and, whether the medical certificate came from a practitioner employed by the Treasury, or from Mr. Daly's private doctor?

The circumstances in which Mr. Daly retired from the Service are as stated in the Question. Mr. Daly's pension is at the rate of £258 12s. 10d. a-year. It is, perhaps, right that I should point out that Mr. Daly's pension was not increased by reason of his transfer from the Treasury to the National Debt Office, but, on the contrary, it was reduced; for, had he remained at the Treasury, he would have been entitled at the date of his retirement to a larger pension—namely, £271 5s. Mr. Daly's age is 38, and at the date of his retirement he had served 21½ years. The medical certificate was given by Dr. Collins, of Cadogan Place, Belgrave Square. He was not selected by the Treasury.
