asked the First Lord of the Admiralty, What steps have been taken to give effect to that portion of the Report of this year's Select Committee of the House of Commons on Navy Estimates, in which the Committee Press on the Admiralty the necessity of further investigating, with the aid of outside opinion, the best means of distributing the protective armour to be given to our line-of-battle ships and cruisers in the future; and, whether the results of this investigation will be laid before the House before proposals for further expenditure on line-of-battle ships and cruisers are made to Parliament?

I have taken steps to consult the opinion of experienced naval officers, who were unconnected with the Admiralty, upon this subject; and I will lay the result of the conclusions thus arrived at before, or simultaneously with, any proposals for new battle-ships.
