§ THE FIRST LORD (Mr. W. H. SMITH) (Strand, Westminster)The Question has been carefully considered 1262 by the Government; and they are of opinion that members of the Civil Service should not be permitted to become candidates for the County Councils. It is obvious that the discharge of duties on the County Councils would seriously conflict with their duties in the Civil Service.
