§ THE ATTORNEY GENERAL (Sir RICHARD WEBSTER) (Isle of Wight), in moving that the Bill be now read a second time, said, that it had been introduced with the object of carrying out the recommendations of the Committee over which Lord Herschell had presided. It was not proposed to take the Committee stage before November.
