asked the President of the Board of Trade, Whether he is aware that on September 14, 1886, the Secretary to the Board of Trade, in answer to a Question, said— The Board of Trade fully recognize the necessity for legislation in connection with the Law of Copyright. … and that they will not fail to give the matter their best consideration during the Recess; and, whether he can state to the House what is the result of the consideration given by the Board of Trade to this subject during the last two years?

The quotation may be correct; and the result of the consideration has been that my Predecessors did not feel able to propose legislation on this subject, while, in my own time, the Government have been too much occupied with other matters. I will look into the question during the Recess.
