§ THE UNDER SECRETARY OF STATE (Sir JAMES FERGUSSON) (Manchester, N.E.)A full inquiry into the circumstances of the arrest of Messrs. Underwood and Blight has been made by the French Government; and the explanations given are considered by Her Majesty's Government to be satisfactory. The French military commandant at Dunkirk, with whom the responsibility rested, and who acted from an excess of zeal, has been reprimanded. There is no question, therefore, of demanding compensation.
