asked the Secretary of State for the Home Department, If he has received reliable certificates of the fitness of Titus Spruce to receive a second-class certificate under Section 80 of "The Coal Mines, &c. Regulation Act, 1887;" and, if so, on what grounds the certificate has been refused?

Yes, Sir; I have lately received such certificates. They are at variance with the Report made to me by the Inspector of Mines, that the applicant had not acted as under-manager for the period prescribed by the Act, on which ground the certificate was refused. I have requested the Inspector to inform me at once on what grounds he reported Spruce not to have acted as under-manager.
