Regulation Act, 1887;" and, if so, on what grounds the certificate has been refused?

They are at variance with the Report made to me by the Inspector of Mines, that the applicant had not acted as under-manager for the period prescribed by the Act, on which ground the certificate was refused. I have requested the Inspector to inform me at once on what grounds he reported Spruce not to have acted as under-manager.
