§ MR. HALDANE (Haddington)said, he hoped the House would agree to read this Bill a second time. Its object was merely to correct a blot that had been found to exist in the law governing land charges.

§ THE ATTORNEY GENERAL (Sir RICHARD WEBSTER) (Isle of Wight)said, the hon. and learned Member had rightly described the object of the Bill. It supplied a deficiency in previous Acts 1820 of Parliament, and was designed to protect purchasers from incumbrances of which they had no knowledge.
