asked the Secretary of State for the Home Department, If the Recorder acted within his right in allowing Mr. Councillor James Judd not to surrender to his bail during the case of "Regina v. St. Stephen's Review?"

I am informed by the Recorder that Mr. James Judd did appear in Court, although he did not remain during the trial. There was nothing irregular in this, as the charge was one of misdemeanour only; and he appeared and put in his plea by counsel without ob- jection on the part of the prosecution, it being stated in open Court that he was prepared to submit to the judgment of the Court.
