said, he hoped there would be no objection to taking the second reading of this Bill with the intention of referring it to a Select Committee. Among Welsh Members, Liberal and Conservative, there was no objection to that course.

said he would remind the right hon. Gentleman that the First Lord of the Treasury had 1674 objected previously to the second reading being taken without discussion.
