§ MR. MUNDELLA (Sheffield, Brightside)said, he hoped there would be no objection to taking the second reading of this Bill with the intention of referring it to a Select Committee. Among Welsh Members, Liberal and Conservative, there was no objection to that course.
§ THE PRESIDENT OF THE BOARD OF TRADE (Sir MICHAEL HICKS-BEACH) (Bristol, W.)said he would remind the right hon. Gentleman that the First Lord of the Treasury had 1674 objected previously to the second reading being taken without discussion.
