§ THE CHIEF SECRETARY (Mr. A. J. BALFOUR) (Manchester, E.), in reply, said, that the time at which the Bill would come on must depend upon the arrangements made by his right hon. Friend the Leader of the House; but he had no doubt it would be brought up at a time that would afford hon. Members an opportunity for discussing it.
