§ THE PRESIDENT (Mr. RITCHIE) (Tower Hamlets, St. George's)There is nothing in the Local Government Bill which will interfere with powers of the nature of those referred to being conferred hereafter upon District Councils; but, for the reasons which I have more than once mentioned in the House, the Government are unwilling to insert provisions in the Bill for an amendment of the law, however desirable the amendment may be, which are not essential for the purposes of the Bill.
