§ (In the Committee.)
§ Clauses 1 and 2 agreed to.
§ Clause 3 (Amendment of Factory and Workshops Act, 1878).
1289§ SIR GEORGE TREVELYAN (Glasgow, Bridgeton)said, he had an Amendment he proposed to make to meet the objections of certain hon. Gentlemen connected with manufacturing constituencies. He proposed to omit from "such day" in line 4, page 2, to "each year" in line 6, and to insert the words "such two whole days in each year separated by an interval of not less than three months."
§
Amendment proposed,
In page 2, line 4, leave out from "such day" to "each year," in line 6 inclusive, and insert "such two whole days in each year separated by an interval of not less than three months."—(Sir George Trevelyan.)
§ Amendment agreed to; words substituted.
§ SIR GEORGE TREVELYAN moved, as an Amendment, to omit, in line 8, "and local authorities," and, in line 6, to omit from "in boroughs," to "or," in line 7, inclusive, and to insert the words "police commissioners in boroughs or parochial board."
§
Amendment proposed,
In page 2, line 8, to leave out "and local authorities," and in line 6, to leave out from "in boroughs" to "or" in line 7 inclusive, and to insert the words "Police Commissioners in boroughs or the parochial board."—(Sir George Trevelyan.)
§ THE LORD ADVOCATE (Mr. J. H. A. MACDONALD) (Edinburgh and St. Andrew's Universities)Will the right hon. Gentleman explain the effect of the Amendment?
§ SIR GEORGE TREVELYANsaid, the effect would be to specify who were the Local Authorities in counties and boroughs, and he proposed to name as those authorities the police commissioners or the parochial board in counties and towns. It would then read—
On such day in the month of August in each year as shall be fixed by the magistrates or police commissioners in boroughs or the parochial board in counties and towns.
§ MR. J. H. A. MACDONALDsaid, the parochial boards in Scotland would be a very unsuitable authority for the Workshops Act.
§ SIR GEORGE TREVELYANWhat authority would the right hon. and learned Gentleman suggest?
§ MR. J. H. A. MACDONALDI should prefer time to consider.
§ Amendment by leave withdrawn.
§ Clause as amended, agreed to.
§ Bill reported; as amended, to be considered upon Friday next.
