§ THE CHIEF SECRETARY (Mr. A. J. BALFOUR) (Manchester, E.), in reply, said, the Government had at present no definite intention on the subject. The Question appeared to him to be rather a Treasury Question; and he would suggest that the hon. Member should address himself to the Representative of the Treasury.
