§ THE UNDER SECRETARY OF STATE (Sir JOHN GORST) (Chatham)Under the Dress Regulations of the Army, honorary surgeons to the Viceroy have no authority to wear such a decoration. If they have been in the habit of so doing, it has been an irregularity.
