HOBHOUSE (Somerset, E.)asked the First Lord of the Treasury, If, in view of the discussions that have taken place this Session on legal proceedings actually pending in the Courts of Law, and of the recent ruling of the Chairman of Ways and Means that he has no power to stop such discussions, the Government will propose a Rule of Procedure next Session to prohibit such discussions on pending proceedings, except where the Privileges of the House are affected thereby?
