I think this Bill is opposed; but, at any rate, it is monstrous to ask leave to introduce a Bill of this kind at this time of the morning. We have Bills tinkering with the Royal Irish Constabulary every Session. We do not know what this Bill is. Why should it be brought on after 5 o'clock in the morning?
