M'CARTAN (Down, S.)asked the Postmaster General, Whether he is aware that five first-class appointments in the Telegraph Office, Dublin, which were sanctioned by the Treasury several months ago, have not yet been made; whether four similar appointments, caused by vacancies in same office, have yet been carried out; and, whether, considering the delay in declaring the appointments, the clerks promoted will receive "back pay" from the date on which the appointments were sanctioned by the Treasury?
§ THE POSTMASTER GENERAL (Mr. RAIKES) (Cambridge University)I am aware that the appointments to which the hon. Member refers have not yet been filled; but I hope now to be able to fill them shortly. Whether the persons upon whom they may be conferred can be allowed to draw the salaries of their new posts from a date anterior to that on which they enter on the duties shall be considered.
