asked Mr. Attorney General, Whether Mr. Fydell-Rowley is, or is not, legally disqualified from holding any public office?

In my opinion, Mr. Fydell-Rowley is not legally disqualified from holding any public office. The Report of the Commissioners does not of itself disqualify.
