asked the Secretary of State for War, Why the issue of the new Regulations has been delayed until half of the Volunteer year has elapsed; and. what will be the position of those Corps who have commenced their musketry course on the old system?

(who replied) said: My right hon. Friend the Secretary of State for War desires me to say that ho is personally responsible for the delay in issuing the new Volunteer Regulations. He kept them back partly at the request of some hon. Friends behind him, in order that he might have time to consider what modifications could be introduced to meet their objections, and the changes he proposed had also to obtain the approval of the Treasury.
