§ THE UNDER SECRETARY OF STATE (Sir JOHN GORST) (Chatham)The insurrection of Ghilzais is still proceeding, and engagements have taken place in which each side has claimed the victory; but there is no reason to think that the Ameer is not holding his own. The defences of Herat have recently been strengthened by the Ameer. No plan for extending the Quetta Railway to Candahar has yet been adopted.
