MR. CONYBEARE (Cornwall, Camborne)

asked the Under Secretary of State for Foreign Affairs, Why it is that German and Norwegian steamers can obtain Russian bills of health at Constantinople to the Black Sea ports on Sundays, while no British steamers are allowed that privilege; and, whether he will make inquiries or representations with a view to getting the same privileges accorded to British ships which are enjoyed by those of foreign nations?
