BALFOUR) (Manchester, E.)I have no objection to the proposed Return, except on the ground that it would be somewhat defective, as it would only deal with cases in which orders have been actually made, leaving out all pending cases. I shall communicate further with the hon. Member as to the alterations in the form which, as I am advised, would lead to a more complete and useful Return.
