asked the Under Secretary of State for India, Whether the senior Member of the Madras Board of Revenue recently reported that he believes the Government to be regularly defrauded by its own servants of 20 per cent of its annual income; and, whether the Secretary of State will cause inquiry to be made into the whole system of revenue administration in the Madras Presidency?

No; the less of revenue reported as arising from improper remissions was not 20 but 0.3 per cent. The Secretary of State does not consider an inquiry into the "whole system of revenue administration in the Madras Presidency" necessary. He has, some time ago, directed an inquiry into the special point of precautions to be taken in the remission of land revenue.
