ADMIRAL MAYNE (Pembroke and Haverfordwest)

asked the Secretary to the Board of Trade, Whether the Board of Trade is prepared to recommend, at once, the construction of Harbours of Refuge in such positions as are considered most advantageous, with a view to saving the enormous loss of life and property which now takes place annually on the coasts of the United Kingdom?

I am afraid I cannot modify the answer I have already given my hon. and gallant Friend on this subject. I can only say that, while recognizing its importance, I must point out that, as the matter would necessarily involve a large outlay, it concerns those who make the financial arrangements of the country, as well as the Board of Trade.
