asked Mr. Chancellor of the Exchequer, with reference to the Stamp Laws at present existing in Scotland, If he will make further inquiries so as to determine as to the desirability of introducing a Clause into the Annual Revenue Act, to legalize written missives for annual lets, where the rent exceeds £10, upon a nominal stamp of 1d., with the view of affording a safer method than the legal custom of annual leases without writing, and which would constitute, at the same time, a new source of revenue?
