wished to ask, Whether, considering the great expenditure of time which had taken place already on the first Rule of Procedure, the right hon. Gentleman would take practical steps in order to secure that the time of the House should not be further wasted?

I am, as the hob. Member is aware, entirely in the hands of the House. I must leave it to the sense, judgment, and good feeling of the House to assist me in furthering the consideration of the Rules of Procedure, which I believe to be essential for the proper conduct of the affairs of this House.
