Brown, R.E., Engineer in Chief of the Sind Pishin State Railway, and Major T. Gracey, R.E., Superintendent Engineer, Burmah, while civil engineers assigned to similar duties in the same districts were refused the same privilege; if so, under what circumstances, and on what grounds, the distinction was made?
