SIR UGHTRED KAY-SHUTTLE-WORTH (Lancashire, Clitheroe)

asked the Secretary of State for the Home Department, Whether he has under his consideration the recommendations of the Royal Commission on Reformatory and Industrial Schools which reported in 1883; and, whether he can give the House any assurance that a measure based on those recommendations is being prepared, and will be introduced early next Session?

Yes, Sir. I have considered these recommendations, and two measures dealing respectively with reformatory and industrial schools have already been prepared by the draftsman. I hope they may be introduced next Session.
