§ THE SECRETARY (Baron HENRY DE WORMS) (Liverpool, East Toxteth)The Board of Trade has no power to "alter, modify, or cancel bye-laws" made under the Salmon and Freshwater Fisheries Acts. Under 36 & 37 Vict. c. 71, ss. 39, 40, and 41, such a power is vested in Boards of Conservators, who
May from time to time, by any new bye-law, revoke, vary, or alter, either in whole or in part, or as to its application to the whole or to any part or parts of the district, any bye-law previously madeby them. The power of the Board of Trade is limited to the confirmation or disallowance of bye-laws.
