asked the Secretary to the Board of Trade, Whether the Board of Trade has the power of altering, modifying, or cancelling bye-laws respecting fishing, made by Boards of Conservators, which have been confirmed by the Home Office or Board of Trade?

The Board of Trade has no power to "alter, modify, or cancel bye-laws" made under the Salmon and Freshwater Fisheries Acts. Under 36 & 37 Vict. c. 71, ss. 39, 40, and 41, such a power is vested in Boards of Conservators, who May from time to time, by any new bye-law, revoke, vary, or alter, either in whole or in part, or as to its application to the whole or to any part or parts of the district, any bye-law previously made by them. The power of the Board of Trade is limited to the confirmation or disallowance of bye-laws.
