asked the Secretary of State for War, If the Members of the Committee appointed by his Predecessor to inquire into the condition of the Volunteer Force have presented their Report; if they recommend any increase in the Capitation Grant; and, if he has come to any conclusion thereon?

Yes, Sir; the Volunteer Capitation Committee have presented their Report, and it contains a recommendation for the increase under certain conditions of the Capitation Grant. It only bears date the 11th of January, and I have not yet bad time to give to all its recommendations the attention which they deserve. But I propose to lay the Report on the Table, in order that my hon. Friend and others who take an interest in it may have it in their hands before the time comes for discussing it; and I hope before long to be able to state my decision on the whole subject.
