I wish to ask the Under Secretary of State for Foreign Affairs, Whether he has reason to modify his statement made on Friday during the debate on Bulgarian affairs, that the Earl of Iddesleigh did not give Mr. Condie Stephen a letter of introduction to an eminent financial firm in the City?

I find that the Earl of Iddesleigh did give to Mr. Condie Stephen a private and personal letter of introduction to a member of a financial house, he having been requested by the Bulgarian Government to inquire as to their prospects of effecting a loan. What I stated on Friday was that the matter was not within my knowledge, or of that of Members of the Government sitting beside me.
