In reply to the hon. Member, I have to state that the issue of good-conduct stripes to letter carriers has not been suspended. There appears to be a general impression that these good-conduct stripes are unlimited—that a well-conducted letter carrier has only to serve five, 10, or 15 years, and to succeed to one, two, or three stripes as a matter of course. But such is not the case. They are, on the contrary, strictly limited; and a letter carrier, although in point both of conduct and service qualified to receive them, must await a vacancy.
