§ THE FIRST LORD OF THE TREASURY (Mr. W. H. SMITH) (Strand, Westminster)The question as to the necessity of filling up any vacancies that may exist in the Civil Establishments Commission will be considered later. At present the Commission is not sitting. Two vacancies that recently occurred in the Commission on the Elementary Education Acts in England and Wales have been filled up—the Duke of Norfolk and Mr. Lyulph Stanley appointed.
