§ THE SECRETARY OF STATE FOR THE COLONIES (Sir HENRY HOLLAND) (Hampstead)I beg to move the second reading of this Bill. It is a very small measure, affecting two of our Colonies There has been great distress in two of our West Indian Colonies; and it is, therefore, thought desirable to reduce expenditure and the Colonial Establish- 359 ments. This object is best effected by the union of those two Colonies. The Legislative Council of Tobago and the Council of Trinidad have agreed to this Union. The Bill will effect that object; and, therefore, I propose it.
