STANHOPE) (Lincolnshire, Horncastle)In accordance with the promise made to my hon. and gallant Friend during the discussion of the Estimates, I have carefully considered this point; and it is now proposed to make Staff Paymasters eligible for the rank of Lieutenant Colonel after seven years' service in the rank, and in consideration of the responsible duties which it is proposed to assign to Chief Paymasters to confer on them the rank of Colonel.
