§ THE FIRST LORD (Mr. W. H. SMITH) (Strand, Westminster), in reply, said, the Bill would have been put down for Wednesday if the Government had had the slightest hope of being able to carry it; but it was threatened with such serious opposition on both sides of the House that he was afraid they should be obliged to withdraw the Bill.
