HC Deb 04 August 1887 vol 318 c1141
MR. HUBBARD (Bucks, N.)

asked the Secretary of State for the Home Department, If he will consider the whole question of the reformatory element in our prison disclipine, and take steps to increase the element if it has not kept pace with the improvement in discipline and sanitation?

THE SECRETARY OF STATE (Mr. MATTHEWS) (Birmingham, E.)

The reformatory element in prison discipline is under the constant consideration of the Prison Commissioners. It is a very difficult subject; and any suggestions which my hon. Friend "will make which would result in improving the moral condition of prisoners will be welcomed and fully considered by me.
