asked the Secretary of State for War, Whether he intends to give effect to the recommendations of the Committee on the Manufacturing Departments of the Army, as to removing the restrictions on competitions for contracts; and in particular the recommendation that the terms of the tenders accepted should be published?

, in reply, said, that the recommendations wore of great importance, and he was considering the subject as a whole. He hoped very soon to be able to make his views public, and to submit them in a complete form. He would then state what changes he proposed to make in consequence of the Reports of the Royal Commission and of Lord Morley's Committee.
