§ THE CHIEF SECRETARY (Mr. A. J. BALFOUR) (Manchester, E.)in reply, 933 said, this matter had received the attention of the Government; but no conclusion had been arrived at. He was afraid he could hold out no hope of any definite conclusion being arrived at on the subject.
