asked the Secretary to the Treasury, Whether he is prepared to make such financial arrangements as will enable the Board of Trade to carry out the construction of such Harbours of Refuge and Life-Saving Harbours, as will tend to minimise the enormous loss of life and property which now takes place annually on the coasts of the United Kingdom?

If my hon. and gallant Friend contemplates the construction by the Board of Trade of harbours out of public funds at the sole cost of the Ex- chequer, I am afraid I cannot undertake to make the financial arrangement to which he alludes; but I hope that arrangements will be made under which the Board of Trade, and the Public Works Loan Commissioners, will be able to act in complete harmony as to policy with reference to granting loans at low rates of interest to Local Authorities and others who desire to undertake the construction of harbours.
