Baronet, I think that some inconvenience would arise from adopting the suggestion referred to, and I think considerable risk might be incurred from people receiving their insufficiently paid letters and forgetting to pay the sums due to the Post Office. If I have not correctly apprehended the hon. Baronet's Question perhaps he will confer with me.
