This Question ought rather to have been addressed to my right hon. Friend the President of the Local Government Board; but as he is unavoidably absent, all I can say is, that the matter has not yet come directly under the notice of Her Majesty's Government. It is, undoubtedly, a matter of great importance; and I do not think it would be possible for the Government to refrain for any great length of time from considering it in a practical manner.
