asked the First Lord of the Admiralty, If the Government has any intention to put the Chief Officers of the Coastguard Service, as far as pay, emoluments, &c. are concerned, on the same level as Warrant Officers of the Royal Navy with whom they hold relative rank in the Service?

(who replied) said: The rank of warrant officer is attainable only by service at sea and in foreign climates; and the Admiralty are not prepared to extend the rank to chief officers of the Coastguard, whose duties are performed at home and mainly on shore.
